Would this be suitable for a female child of 3 1/2 years?

We have bought the TP 4in1+ Trike but can't make the free pedal mode work. When we put it in this setting, the pedals turn freely for about 1 turn, then they engage and lock again. Please can you help us how to make this work, or is it faulty manufacture?
